The remarks come amid heightened violence in western Syria, where over 1,000 civilians have reportedly been killed since March, according to the Syrian Observatory for Human Rights.
Fu, China's permanent representative to the UN, acknowledged Syria's launch of a month-long independent investigation into civilian deaths in coastal areas, describing the incidents as "outrageous in their inhumanity and brutality." He stressed that transparency in resolving these cases is critical for evaluating the credibility of Syria's political transition process.
Call for Inclusive Governance
China urged Syrian authorities to engage in broad dialogue with all sectors of society, noting that recent steps toward political transition must be matched by concrete actions. "Genuine inclusiveness can only be achieved through earnest commitments and consultation," Fu stated, reflecting Beijing's support for stability through multilateral cooperation.
Counter-Terrorism Imperatives
Fu expressed concern over emerging terrorist threats, particularly the movement of foreign fighters from Idlib to other regions. He called for "decisive measures" against groups like the East Turkestan Islamic Movement, warning that terrorism threatens both Syrian civilians and global peace. The envoy also condemned Israeli airstrikes on Syrian territory, urging an immediate withdrawal of foreign forces.
With over 1,500 fatalities recorded in Latakia and Tartus provinces, the UN Security Council has urged Syria to protect all citizens "without distinction." China reiterated its position that Syria's sovereignty and territorial integrity must be respected, while pledging continued attention to the crisis.
