China and Vietnam Pledge to Enhance High-Level Cooperation

Chinese Premier Li Qiang stated on Saturday that China is ready to promote high-quality and high-level cooperation across various fields with Vietnam. The remarks were made during his meeting with To Lam, general secretary of the Communist Party of Vietnam Central Committee and Vietnamese president.

Premier Li emphasized China’s commitment to solidifying six major goals: greater political mutual trust, more substantive security cooperation, deeper practical collaboration, a more solid popular foundation, closer multilateral coordination, and more effective management of differences.

He expressed hope that both nations would simultaneously advance the “hard connectivity” of railway, expressway, and port infrastructure, as well as the “soft connectivity” of smart customs. This approach aims to provide robust support for improving trade and investment facilitation and safeguarding the stability and smooth flow of industrial and supply chains.

Li Qiang also highlighted China’s willingness to work with Vietnam to explore the pilot construction of cross-border economic cooperation zones. He encouraged expanded cooperation in emerging fields such as information technology, new energy, the digital economy, and important minerals, along with deepening cultural exchanges.

Furthermore, he stated that China stands ready to engage in cooperation under the three major global initiatives. The goal is to jointly promote the building of an equal and orderly multipolar world, universally beneficial and inclusive economic globalization, and to maintain and advance prosperity and tranquility in Asia.

On his part, To Lam expressed that the Communist Party and the government of Vietnam have always placed great importance on developing relations with China. The Vietnamese side is committed to following the path jointly set by the top leaders of both parties and countries, adhering to the six major goals, to deepen the Vietnam-China comprehensive strategic cooperative partnership, and to promote the building of a Vietnam-China community with a shared future of strategic significance.

He affirmed that Vietnam firmly abides by the one-China principle and strongly opposes all forms of “Taiwan independence” separatist activities. To Lam added that Vietnam is willing to use the upcoming 75th anniversary of the establishment of diplomatic relations between the two countries as an opportunity to maintain regular high-level exchanges. This includes strengthening exchanges between parties, legislatures, and civil societies; deepening practical cooperation in trade, investment, finance, agriculture, and local governance; and organizing the Vietnam-China Year of People-to-People Exchanges to consolidate popular support in both countries.

Vietnam supports the Belt and Road Initiative and the three major global initiatives, he said, expressing willingness to enhance communication and coordination with China within multilateral frameworks to contribute to regional and global peace and prosperity.
