China has released new guidelines to accelerate the development and utilization of public data resources, aiming to strengthen its digital economy and build new competitive advantages for the country.
According to the guidelines issued by the general offices of the Communist Party of China Central Committee and the State Council, by 2025, the system and rules for the development and utilization of public data resources will be preliminarily established. Data products and services will continue to be enriched, with significant progress expected in key industries and regions.
By 2030, a comprehensive system for the development and utilization of public data resources will be fully established, ensuring compliant and efficient data circulation and use. Public data is anticipated to play a vital role in empowering the real economy, expanding consumer demand and investment opportunities, as well as enhancing governance capacity.
The guidelines emphasize the need to build a sound policy system for data opening, stressing that measures should ensure data is made available in an orderly manner in accordance with laws and regulations. This includes safeguarding national data security and protecting personal information and business secrets.
Furthermore, the guidelines encourage innovative applications to promote the healthy development of the data industry. They call for coordinated efforts in development and security to create a favorable environment for the utilization of public data resources.
