Xi Jinping Calls for Continuous Strengthening of People’s Congress System
At a grand meeting marking the 70th anniversary of the National People’s Congress (NPC), President Xi Jinping urged continuous efforts to uphold, improve, and effectively run the system of people’s congresses, China’s fundamental political system. The event, held on Saturday, was attended by about 3,000 people, symbolizing the significance of the occasion.
President Xi, who also serves as General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission (CMC), emphasized the need to bolster confidence in the path, theory, system, and culture of socialism with Chinese characteristics. He highlighted the importance of developing whole-process people’s democracy, a concept that ensures the people’s participation in every aspect of governance.
“The system of people’s congresses is the outcome of the Chinese people’s arduous exploration and long-term struggle under the leadership of the CPC,” Xi stated. He described it as “an entirely new political system that has grown from Chinese soil,” and heralded it as a significant invention in the history of political institutions globally.
The NPC, established in September 1954, stands as China’s highest organ of state power. Over the past seven decades, it has played a crucial role in shaping the nation’s legislative framework and governance. President Xi reflected on the profound transformation the establishment of the NPC brought to China’s political landscape.
“It signified a shift from a system where power was concentrated in the hands of a few while the majority faced oppression and exploitation, to one that empowers the people to govern the country as its masters under the Party’s leadership,” he said. This transformation underscores the NPC’s role in ensuring that governance is conducted by the people and for the people.
President Xi’s call to strengthen the system of people’s congresses reaffirms the commitment to uphold the socialist democratic practices unique to China. By continuing to improve this system, China aims to enhance its governance capabilities and ensure that the voices of its people are effectively represented in the nation’s development.
