China’s top legislature, the Standing Committee of the 14th National People’s Congress (NPC), commenced its regular session on Tuesday. Zhao Leji, chairman of the NPC Standing Committee, presided over the first plenary meeting.
During the session, lawmakers reviewed several significant drafts and amendments to national laws. A draft revision to the National Defense Education Law was discussed, highlighting the integration of military service education into national defense education on campuses across the country.
The committee also deliberated on a draft amendment to the Statistics Law, which proposes the integration of modern information technologies to enhance statistical methods.
A draft revision to the Law on the Prevention and Control of Infectious Diseases was reviewed, aiming to improve monitoring, reporting, and early warning systems for infectious diseases.
In efforts to promote a green and low-carbon energy transition, lawmakers considered a draft energy law that emphasizes sustainable development in the energy sector.
The session included a review of a draft revision to the Anti-Money Laundering Law, stepping up monitoring of new risks associated with money laundering.
Other significant discussions involved a draft public health emergency response law, a draft national park law, and a draft amendment to the Supervision Law.
The committee reviewed a draft decision on conferring national medals and honorary titles on the occasion of the 75th anniversary of the founding of the People’s Republic of China, as well as a draft decision on gradually raising the statutory retirement age and several international treaties.
Reports on the implementation of the national economic and social development plan and budget execution were presented. According to the reports, the country’s economy and overall national strength have continued to grow, with fiscal operations remaining stable and budget execution largely balanced.
Lawmakers also reviewed a 2023 report on government debt management, marking the first time the NPC Standing Committee has heard and reviewed the State Council’s report on this matter since the establishment of the reporting system.
Additionally, the session included reports on promoting childcare services, advancing elderly care services and improving care for the incapacitated elderly, and the enforcement of the Agriculture Law. Personnel-related bills were also deliberated during the meeting.
