Xi Jinping Calls for All-Out Efforts to Implement China’s Reform Agenda

Chinese President Xi Jinping has called for unwavering dedication to carrying out the nation’s comprehensive reform tasks. Presiding over the sixth meeting of the Central Commission for Deepening Overall Reform on Thursday, Xi emphasized the urgency of fully implementing the country’s reform measures to advance Chinese modernization.

“We must free our minds, seek truth from facts, move with the times, and take a realistic and pragmatic approach,” Xi said, urging officials to build upon existing achievements and experiences.

The meeting, attended by senior officials including Li Qiang, Wang Huning, and Cai Qi, reviewed and adopted a plan for central Party and state departments to implement over 300 major reform measures outlined in a key resolution from the recent third plenum of the 20th Communist Party of China (CPC) Central Committee.

These reforms span critical sectors such as the economy, culture, and ecology, aiming to further deepen the comprehensive transformation of the country.

Emphasizing the importance of the CPC Central Committee’s centralized leadership, the meeting highlighted the need to ensure the proper order, pace, and timing of reforms. Efforts should focus on accelerating the implementation of landmark reform measures, enhancing policy consistency, and actively assessing the impact on economic and social development.

The commission stressed the importance of investigation and research in major reform tasks, formulating detailed implementation plans, and strengthening supervision, inspection, and evaluation mechanisms.

Highlighting the success of China’s 22 pilot free trade zones established since 2012, the meeting called for pursuing high-standard opening-up and focusing on institutional innovations. It encouraged carrying out pilot reforms and conducting groundbreaking, integrated explorations to further promote trade, investment, capital flows, transportation, and travel, as well as ensuring the secure and orderly flow of data.

“Efforts are required to ensure both development and security and improve risk prevention and control capabilities,” the commission stated.
