CPC Charts Course for Further Reform to Advance Chinese Modernization

In a significant move to propel China’s modernization, the Communist Party of China (CPC) concluded its Third Plenary Session of the 20th Central Committee on Thursday in Beijing. The four-day session, held from July 15 to 18, focused on deepening comprehensive reforms to advance Chinese modernization, a critical step in the nation’s journey toward becoming a great modern socialist country.

Key Resolutions and Highlights

During the session, the Central Committee reviewed and adopted the Resolution on Further Deepening Reform Comprehensively to Advance Chinese Modernization. General Secretary Xi Jinping delivered important addresses and provided explanatory remarks on the draft resolution, emphasizing the need for continued reform amid complex domestic and international challenges.

The session acknowledged the significant progress made since the previous plenum, highlighting achievements in economic recovery, social stability, and strides toward building a modern socialist country. The Central Committee affirmed the work of the Political Bureau, noting effective implementation of the guiding principles from the 20th National Party Congress and the preceding plenary sessions.

Strategic Goals for Reform

The resolution outlines the overarching objectives of reform: improving the system of socialism with Chinese characteristics and modernizing China’s system and capacity for governance. By 2035, the CPC aims to have further developed the socialist market economy, modernized governance, and laid a solid foundation for building a great modern socialist country by the mid-21st century.

  • Democracy and Rule of Law: Advancing whole-process people’s democracy and promoting socialist rule of law with Chinese characteristics.
  • Cultural Development: Deepening reform in the cultural sector to boost cultural confidence and creativity.
  • Social Wellbeing: Ensuring and improving people’s wellbeing through better public services and social security.
  • Ecological Conservation: Deepening reform in ecological conservation to achieve harmony between humanity and nature.
  • National Security: Modernizing the national security system and capacity, and deepening national defense and military reform.
  • Party Leadership: Enhancing the CPC’s leadership capacity for governance and self-reform.

Personnel Decisions

The session made important personnel decisions, appointing Ding Xiangqun, Yu Lijun, and Yu Jihong to fill vacant seats on the Central Committee. It also accepted the resignation of Comrade Qin Gang from the Central Committee. Additionally, the expulsion of Li Shangfu, Li Yuchao, and Sun Jinming from the Party was confirmed following investigations into violations of Party discipline and state laws.

The Central Committee emphasized the urgency of accomplishing this year’s economic and social development goals. It called for efforts to expand domestic demand, drive innovation, promote green development, and improve people’s livelihoods.
