China’s permanent representative to the United Nations, Fu Cong, delivered a pointed critique of NATO during an open debate at the UN Security Council on international order and multilateral cooperation. Speaking passionately, Fu labeled NATO and certain countries as “troublemakers” who are exacerbating global political polarization and economic deglobalization.
Fu emphasized the urgent need to promote a fairer and more equitable international order that empowers developing countries. He outlined six key areas where efforts must be intensified:
- Upholding sovereign equality
- Adhering to mutual respect
- Creating common security
- Promoting shared development
- Maintaining fairness and justice
- Demonstrating openness and inclusiveness
Expressing concern over the current discourse on international order, Fu noted that “obvious truths are distorted and questionable narratives are on the rise.” He cautioned against initiatives that claim to promote a “rule-based international order” but actually seek to establish parallel systems outside existing international legal frameworks, thereby legitimizing double standards and exceptionalism.
“There is only one order in the world, which is the international order based on international law,” Fu asserted. “There is only one set of rules, which are the basic principles and purposes of the UN Charter in international relations. Matters of principle tolerate no vagueness; they must be clear and distinct.”
Fu’s remarks underscore China’s commitment to upholding the international order centered on international law and the UN Charter. He called for genuine multilateralism and collaborative efforts to address global challenges, emphasizing that cooperation should be inclusive and respect the sovereignty of all nations.
