Chinese Premier Li Qiang has called for global collaboration to explore new drivers and pathways for economic growth, emphasizing that such efforts should benefit all nations rather than be viewed as a zero-sum game. Speaking at the opening plenary of the 15th Annual Meeting of the New Champions, also known as the Summer Davos Forum, in Dalian on Tuesday, Li highlighted the challenges posed by trade protectionism and unilateralism.
“The exploration of the next frontiers for growth should not be a zero-sum game but aimed at common growth for all,” Li stated. He underscored the importance of creating an even, fair, and nondiscriminatory environment for scientific and technological innovation, based on robust intellectual property rights protection.
Li critiqued policies that aim to isolate countries technologically, saying, “The ‘small yard and high fence’ policy cannot stifle the development of opponents but only shackle the hands and feet of those who favor such a policy.” His remarks alluded to trade barriers and export controls that hinder international cooperation.
In a dialogue with Klaus Schwab, Executive Chairman of the World Economic Forum, Li emphasized China’s environment for fostering innovation. “Many innovative ideas find fertile ground for validation in China, where the seeds of various innovations can easily find the right environment to flourish,” he said.
Over recent years, China has significantly supported basic research and development, prioritized the advancement of national strategic scientific and technological capabilities, and actively promoted corporate innovation. These efforts aim to enhance the country’s capacity for original innovation. Currently, China is home to more than 400,000 high-tech enterprises and over 100,000 specialized small and medium-sized enterprises producing unique products.
Li also highlighted the vital role of the market in resource allocation, stating, “It is essential to fully leverage the power of the market to play a decisive role in resource allocation. For the government, the most critical aspect is to create a favorable environment for innovation and entrepreneurship.”
