China Calls for Global Cooperation to Combat Illicit Small Arms Trade

China has called for intensified global efforts to address the illicit trade in small arms and light weapons, underscoring its significance in combating terrorism and transnational organized crime. Speaking on Tuesday at the general debate of the Fourth Review Conference of the Programme of Action on Small Arms and Light Weapons at the United Nations, Geng Shuang, China's deputy permanent representative to the UN, highlighted the urgent need for international cooperation.

“Resolving the issue of illicit trade in small arms and light weapons is essential to maintaining regional peace and stability and promoting the socioeconomic development of all countries,” Geng stated. He emphasized that the proliferation of such weapons fuels conflicts and undermines global security initiatives.

Geng urged all countries to, in accordance with their national conditions, establish and improve relevant laws, regulations, and institutional systems. He advocated for enhanced law enforcement and control efforts to effectively curb the illegal circulation of small arms.

“We must strengthen international collaboration to close legal loopholes exploited by criminal and terrorist organizations,” he said. “Only through collective action can we ensure a safer world for all.”

The Programme of Action on Small Arms and Light Weapons, adopted in 2001, provides a framework for states to prevent, combat, and eradicate the illicit trade in small arms and light weapons in all its aspects. The Fourth Review Conference brings together member states to assess progress and reinforce commitments.

China's call to action reflects a broader commitment to international security and stability. By encouraging nations to bolster their regulatory frameworks and enhance cooperation, China seeks to address the root causes of illicit arms proliferation.

Geng concluded by reaffirming China's dedication to supporting the UN's efforts in this area. “China is ready to work with all parties to contribute positively to global peace and development,” he said.
