Chinese Premier Li Qiang Advocates for Strengthening Law-Based Governance

Chinese Premier Li Qiang has called for enhanced efforts to build a law-based government, emphasizing the importance of governance in accordance with the law. Speaking at a State Council study session on Wednesday, Li highlighted the need for government officials to deepen their understanding of the rule of law and to carry out their duties legally and responsibly.

“We must improve our ability to address problems within the legal framework and make solid progress in establishing a government based on the rule of law,” Li stated during the session.

Premier Li underscored the necessity of refining legislation to ensure that all administrative actions have a legal basis. He advocated for the prompt revision or abolition of laws and regulations that no longer meet the requirements of reform and development.

Highlighting a problem-oriented approach, Li called for legislation that is responsive to the practical issues faced by enterprises and the public. He stressed the importance of impartial yet flexible law enforcement, aiming to balance fairness with efficacy.

“Efforts should be made to standardize administrative discretion,” he said. “Punishment standards must be consistent, procedures fair, and outcomes reasonable.” Li also emphasized the need to refine the supervision system for administrative powers to prevent abuse and ensure transparency.

The session featured a lecture by Ma Huaide, president of the China University of Political Science and Law. Vice Premier Ding Xuexiang, He Lifeng, and State Councilor Wu Zhenglong also participated in the discussions, reflecting the high-level commitment to advancing law-based governance in the country.
