60 Years of China-France Friendship: A Special Bond Shaping Global Relations

Sixty years ago, in a bold move during the height of the Cold War, France became the first major Western country to establish diplomatic relations with China. This decision has since blossomed into a unique and enduring partnership that continues to influence global affairs.

A Historic Decision

On January 27, 1964, Beijing and Paris issued a joint communique: “The Government of the People’s Republic of China and the Government of the Republic of France have unanimously decided upon the establishment of diplomatic relations. They thereby have agreed to exchange ambassadors within three months.”

This brief yet powerful declaration marked a turning point in international relations, opening doors for exchanges and cooperation between China and the West.

Building a Special Relationship

Over the decades, China and France have deepened their ties, pioneering cooperation in various fields. In 1997, France led Western countries in establishing a comprehensive partnership with China, which advanced to a comprehensive strategic partnership in 2004. In 2014, Chinese President Xi Jinping and then French President François Hollande opened a new era of close and enduring partnership, commemorating the 50th anniversary of diplomatic relations.

Pioneering Cooperation

The two nations have been at the forefront of initiatives such as inaugurating civil air routes between China and the West and collaborating in civil nuclear energy. France was the first Western country to sign an inter-governmental science and technology cooperation agreement with China and to establish a third-party market cooperation mechanism. Cultural exchanges have flourished, with France and China hosting cultural years, setting up cultural centers, and conducting youth exchanges.

Mutual Benefits and People-to-People Exchanges

In November, China announced a 15-day visa-free policy for short-term stays of French citizens, enhancing tourism and cultural exchange. France responded by granting five-year visas to Chinese holders of a master’s degree obtained through study in France.

The China-France Spirit

Chinese President Xi Jinping highlighted the unique history shaping the “China-France Spirit,” characterized by independence, mutual understanding, foresight, mutual benefit, and win-win cooperation. “In today’s world, this spirit is even more precious and relevant,” Xi said during a speech celebrating the 60th anniversary of diplomatic ties.

Both nations remain committed to upholding multilateralism and working towards global peace and development. Former French Prime Minister Laurent Fabius remarked that France views China as an essential partner in resolving global challenges. French President Emmanuel Macron stressed Europe’s strategic autonomy and the significance of strong ties with China.

As China and France celebrate six decades of special friendship, their partnership continues to set an example for East-West relations, demonstrating how mutual respect and cooperation can lead to significant global impact. President Xi urged both countries to uphold the original aspiration of their diplomatic relationship, actively look to the future, and dare to make greater progress.
