Beijing’s Strategic Shift Signals New Opportunities for Europe

The Zhongguancun Forum 2026, a flagship event co-organized by China’s Ministry of Science and Technology, has emerged as a barometer for the nation’s innovation trajectory. Arvea Marieni, a climate policy expert and EU-China cooperation strategist, highlighted during her keynote that China’s integration of AI, autonomous vehicles, and humanoid robots into industrial systems underscores its transformation into a "knowledge-based power." This acceleration comes as global dynamics shift, with Southeast Asian leaders like Singapore’s Foreign Minister Vivian Balakrishnan recently characterizing the U.S. as a "revisionist power" amid regional instability.

R&D Investment Fuels China’s Knowledge Economy

China’s 2025 R&D expenditure reached 3.9 trillion yuan ($566.6 billion), an 8.1% year-on-year increase, with basic research growing 11.1% to 277 billion yuan ($40.2 billion). These investments have propelled advancements in space technology, AI, and pharmaceuticals, including $130 billion in drug licensing deals. Marieni emphasized the potential for EU-China collaboration in digital twin technologies and emission-reduction systems, particularly through European SME networks.

Italy Bridges EU-China Tech Ecosystems

Italian firms showcased at Zhongguancun, supported by institutions like Cassa Depositi e Prestiti, demonstrated deepening cross-border innovation ties. Meanwhile, the first European Parliament delegation to Beijing in eight years signals tentative steps toward renegotiating relations. However, Marieni cautioned that unresolved geopolitical and economic risks require careful navigation to realize sustainable partnerships.
