As climate change intensifies conflicts and threatens vulnerable communities worldwide, United Nations Office for Project Services (UNOPS) Executive Director Jorge Moreira da Silva called for urgent international cooperation during an exclusive interview with China Media Group (CMG). The dialogue comes amid growing concerns about achieving the Paris Agreement's 1.5°C warming limit.
"Climate change acts as a threat multiplier," da Silva explained, noting how rising temperatures exacerbate water scarcity and food insecurity in conflict zones from Africa to Asia. While acknowledging progress through initiatives like the UN's Early Warnings for All program, he stressed that current efforts remain "insufficient to meet our 2030 targets."
The UN official highlighted China's dual role in climate governance – advancing renewable energy infrastructure domestically while supporting global South nations through technology transfers and green financing. "China's leadership in solar panel production and electric vehicle innovation demonstrates how environmental action can drive economic transformation," he said, citing the Belt and Road Initiative's evolving focus on sustainable development.
When asked about climate financing gaps, da Silva proposed innovative solutions including blended finance models and nature-based insurance systems. He concluded with an urgent appeal: "This isn't about charity – it's about survival. Every nation must contribute according to their capabilities."
