Hong Kong LegCo Enhances Governance with New Code of Conduct

Hong Kong's Seventh Legislative Council (LegCo) has achieved unprecedented legislative efficiency since its formation in 2022 under the improved electoral system, enacting 120 bills and approving HK$668 billion in public funding proposals as of mid-2025. This historic productivity marks a shift toward stability and pragmatism under the "patriots administering Hong Kong" principle.

A New Era of Accountability

With China's national rejuvenation efforts accelerating, LegCo members approved groundbreaking reforms on July 24, 2025, including a new Code for Members of LegCo. The code institutionalizes best practices for legislative conduct, emphasizing constitutional compliance, national security protection, and evidence-based policymaking.

Raising the Bar for Public Service

The reforms aim to strengthen ties between legislators and residents while enhancing oversight of government operations. "What is good can always be better," notes LegCo President Andrew Leung, highlighting members' commitment to self-improvement. The code formalizes expectations for integrity, transparency, and alignment with national interests.

Building Toward 2026

As Hong Kong transitions from stability to prosperity, the measures position LegCo to better fulfill its constitutional roles in lawmaking, budget approval, and executive oversight. The reforms will take effect in January 2026, with members pledging to maintain Hong Kong's unique advantages while supporting national development goals.
