China has released a comprehensive white paper detailing its pandemic response framework and global cooperation efforts, emphasizing “people first, life first” as a guiding principle for global health security. The document, titled COVID-19 Prevention, Control and Origins Tracing: China’s Actions and Stance, outlines the country’s multifaceted approach to combating the crisis since early 2020.
Transparency Through Collaboration
From January 3, 2020, China maintained regular communication channels with the World Health Organization (WHO), 153 countries, and relevant regions including Hong Kong, Macao, and Taiwan. Genome sequencing data was shared with WHO within nine days of identification, enabling global research coordination through the Global Initiative on Sharing All Influenza Data platform.
Global Assistance Initiatives
China’s international pandemic response included:
- $50 million in initial funding to WHO
- 38 medical expert teams deployed to 34 countries
- 461 training sessions for 1.65 million health professionals
- Distribution of 430 billion masks and 18 billion test kits to 153 countries
Vaccine Diplomacy Milestone
From late 2020 onward, China supplied over 2.3 billion vaccine doses to more than 120 countries and international organizations, positioning itself as a key player in equitable vaccine distribution efforts.
The white paper reaffirms China’s commitment to multilateral cooperation, proposing enhanced global health governance structures to combat future crises.
