China’s National Computer Virus Emergency Response Center (CVERC) has released detailed findings on what it describes as cyber intrusion activities conducted by U.S. intelligence agencies, stirring renewed debate over global cybersecurity practices.
On July 8, CVERC disclosed comprehensive information related to the alleged “Volt Typhoon” cyber operations, claiming that the United States has been orchestrating a disinformation campaign to hype the “China cyber threat theory.” According to the center, these actions are part of a broader strategy by the U.S. to maintain its cyber dominance and justify expansive surveillance programs under Section 702 of the U.S. Federal Intelligence Surveillance Act (FISA).

In May 2022, a U.S. court found that the Federal Bureau of Investigation (FBI) had repeatedly violated privacy rules by improperly accessing information from a foreign intelligence database. The court documents indicated that the FBI conducted searches approximately 278,000 times over several years without a reasonable basis to expect they would yield foreign intelligence or evidence of a crime.
These unauthorized searches reportedly included data on Americans, such as participants in the Black Lives Matter protests, donors to congressional campaigns, and even members of Congress themselves.
