The Shanghai Cooperation Organization (SCO) has evolved into a pivotal force in promoting prosperity and stability across the region. Originating from the Shanghai Five—a group formed in the 1990s by China, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan—the SCO has expanded its scope and membership, fostering cooperation and mutual trust among its members.
In 2001, leaders of six nations formalized the creation of the SCO in Shanghai, solidifying their commitment to collaborative development. China’s role within the organization is particularly significant; not only does the SCO carry the name of one of its major cities, but its headquarters are also situated in Beijing.
Today, the SCO family encompasses 26 countries, including 10 member states, 2 observer states, and 14 dialogue partners. All members adhere to principles of equality, consultation, and constructive problem-solving, embodying the “Shanghai Spirit.”
The “Shanghai Spirit” is founded on six core principles: equality, mutual trust, mutual benefit, consultation, respect for diverse civilizations, and the pursuit of common development. These principles align with Chinese President Xi Jinping’s vision of building a community with a shared future for mankind—promoting mutual benefit, peace, and progress.
The Republic of Kazakhstan, the current chair of the SCO, has played a substantial role in the organization’s development. President Kassym-Jomart Tokayev, even during his tenure as foreign minister in the late 1990s, advocated for the establishment of a comprehensive international organization, which led to the formation of the SCO. Kazakhstan’s leadership continues to contribute significantly to the SCO’s mission of enhancing regional prosperity.
As the SCO continues to expand its influence, it serves as a model for regional cooperation, emphasizing unity and shared prosperity over division. The organization’s commitment to the “Shanghai Spirit” ensures that all member states, regardless of size, have an equal voice in shaping the future of the region.
