China is accelerating its transition toward a low-carbon economy by rolling out new policies to boost the hydrogen energy sector. The latest move comes from Shaanxi Province, which announced on Thursday at the second Western Hydrogen Energy Expo that it will fully exempt hydrogen-powered vehicles equipped with ETC devices from expressway tolls starting September 1. This policy will be in effect for three years, and subsidies will also be provided to facilitate the construction of hydrogen refueling stations along expressways.
Shaanxi’s initiative makes it the latest region on the Chinese mainland to support hydrogen-powered vehicles through toll exemptions. Earlier this year, Shandong Province became the first to waive toll fees for such vehicles in March. Sichuan Province and the city of Ordos in the Inner Mongolia Autonomous Region soon followed suit. Experts believe these supportive measures will play a significant role in optimizing the commercial operation of fuel-cell vehicles.
“At present, the cost of purchasing and operating fuel-cell vehicles is quite high,” said Liu Jianguo, head of the hydrogen energy science and engineering department at North China Electric Power University. “In addition to relying on technological advancements and mass production to reduce costs, active government guidance and nurturing are also essential for the rapid development of this industry.”
Liu highlighted the potential of heavy-duty trucks powered by fuel cells. “By reducing or eliminating tolls on expressways, we can lower the total cost of using these trucks over time,” he explained. “This will make it easier to introduce more of these vehicles, which in turn will boost the whole industry.”
The hydrogen energy sector is seen as a crucial component in China’s efforts to achieve carbon neutrality. By promoting the use of hydrogen-powered vehicles, especially in logistics and transportation, China aims to reduce carbon emissions and foster sustainable economic growth.
