In a significant step towards global climate action, China and Germany held their first high-level dialogue on climate change and green transition in Beijing on Saturday. The meeting marked the inaugural session since both nations agreed to establish this cooperative mechanism a year ago, highlighting their commitment to environmental sustainability and reducing carbon emissions.
The dialogue was co-chaired by Zheng Shanjie, Chairman of China’s National Development and Reform Commission (NDRC), and Robert Habeck, German Vice Chancellor and Federal Minister for Economic Affairs and Climate Action. The leaders engaged in extensive discussions on enhancing energy efficiency, promoting carbon reduction strategies, and fostering collaboration in renewable energy technologies.
Addressing Global Challenges Together
China, striving to peak carbon emissions before 2030, is at the forefront of a global shift towards green and low-carbon development. The rapid expansion of its renewable energy sector has spurred innovations in electric vehicles (EVs), energy storage solutions, and other advanced technologies. This transformation plays a pivotal role in the worldwide effort to combat climate change.
Amidst allegations of overcapacity in China’s green industry and claims of subsidized EV exports to Europe, Zheng dismissed these narratives as contrary to market principles and economic logic. He emphasized that “protectionism will only hinder the global response to climate change and slow the progress of green and low-carbon transition.” Zheng affirmed that China would take all necessary measures to safeguard the legitimate rights and interests of its enterprises.
Echoing this sentiment, Vice Chancellor Habeck acknowledged the negative trend of protectionism globally, noting that restrictions limiting production harm the world economy. Both leaders underscored the importance of open cooperation in advancing shared environmental goals.
Strengthening Bilateral Green Initiatives
The Beijing dialogue yielded significant outcomes, including the launch of green transition cooperation among provinces and federal states in both countries. This initiative aims to deepen bilateral ties and explore new opportunities in green technology and sustainable development.
China and Germany have long-standing trade relations, with China being Germany’s most important partner for trade in goods for eight consecutive years. The automotive industry, particularly in the realm of new energy vehicles, stands as a critical area for green cooperation.
Yuan Shenglong, Deputy Director and Associate Research Fellow at the NDRC’s Institute for International Economic Research, highlighted the mutual benefits of strengthened cooperation. “Enhanced collaboration in new energy and green transition could unlock vast market opportunities in manufacturing and consumer sectors,” he stated, especially as Germany navigates economic challenges such as weak exports and high energy costs.
Moving Forward Amid Trade Tensions
Despite the positive developments, concerns have arisen over the European Commission’s preliminary decision to impose tariffs of up to 38.1 percent on EVs from China, in addition to the standard 10 percent vehicle duty. Yuan criticized this move as “essentially trade protectionism” that violates the EU’s free trade policies. He cautioned that such measures could undermine the EU’s green and low-carbon transformation and impede the global fight against climate change, though he expressed confidence that China’s new energy vehicle sector would continue its rapid development.
The high-level dialogue reflects a shared recognition that green cooperation is vital not only for China and Germany but for the global community. By expanding common ground and enhancing mutual trust, the two nations aim to ensure that differences do not become obstacles to long-term collaboration.
