Mainland Unveils 10-Point Plan to Strengthen Cross-Strait Cooperation

The Chinese mainland has introduced a comprehensive policy package aimed at deepening cross-strait exchanges, announced on April 12, 2026, by the Taiwan Work Office of the Communist Party of China Central Committee. The measures coincide with the conclusion of a mainland visit by a Kuomintang delegation led by Chairperson Cheng Li-wun, signaling renewed efforts to foster practical cooperation.

Key initiatives include establishing regular communication mechanisms between the CPC and the Kuomintang, with a focus on youth exchanges and institutionalized dialogue platforms. Infrastructure development features prominently, with plans to connect Fujian Province's coastal areas to Kinmen and Matsu through shared utilities and future sea-crossing bridges.

Transportation links will see significant upgrades, including accelerated resumption of direct flights to five mainland cities and Kinmen's access to Xiamen's new airport. Economic measures prioritize streamlined market access for Taiwan's agricultural products and food manufacturers, while new trading markets aim to support small and medium-sized enterprises from the Taiwan region.

Cultural integration efforts include allowing qualified Taiwan-produced media content on mainland platforms and pilot programs for individual tourism from Shanghai and Fujian. The policies emphasize adherence to the 1992 Consensus while opposing separatist activities, framing cooperation as a means to enhance mutual well-being.
