The Chinese mainland announced a comprehensive policy package on April 12, 2026, aimed at deepening economic and social ties across the Taiwan Strait. The Taiwan Work Office of the Communist Party of China Central Committee revealed 10 measures designed to foster collaboration, including plans for shared infrastructure, youth exchanges, and streamlined trade.
The initiative coincides with the conclusion of a seven-day mainland visit by a Kuomintang delegation led by Chairperson Cheng Li-wun. Both sides emphasized the importance of maintaining dialogue on the common political foundation of adhering to the 1992 Consensus and opposing separatist activities.
Key proposals include establishing regular communication channels between the CPC and the Kuomintang, accelerating the full resumption of direct flights to cities like Urumqi and Harbin, and exploring cross-strait utility sharing between Fujian Province and Taiwan's Kinmen and Matsu islands. Infrastructure projects such as sea-crossing bridges are also under consideration.
Agricultural cooperation features prominently, with plans to create mechanisms for Taiwan's quarantine-compliant produce to enter mainland markets. The package further supports Kinmen's use of Xiamen's new airport and promotes joint cultural initiatives for young people.
