Zhang, a member of the Political Bureau of the Communist Party of China Central Committee, emphasized transforming the Yarlung Zangbo River hydropower initiative into a “major landmark project of the new era.” He mandated strict compliance with safety protocols and ecological preservation measures at the construction site.

Established in July 2025, China Yajiang Group operates under direct central government oversight. During headquarters discussions, Zhang urged systemic management improvements and coordinated support from stakeholders to align operations with national development goals. The project is positioned to boost local employment and energy infrastructure in Xizang.
