China’s Elderly Care Subsidy Program Benefits Over 1.05 Million Disabled Seniors

More than 1.05 million disabled seniors across the Chinese mainland have received vital support through a national elderly care subsidy program launched this year, according to the Ministry of Civil Affairs. The initiative, operational since January 2026, has distributed over three million electronic consumption vouchers worth 2.35 billion yuan ($341 million), stimulating an estimated 11.5 billion yuan in elderly care spending.

The monthly digital vouchers cover essential services ranging from meal assistance and mobility support to medical care and rehabilitation nursing. Eligible applicants can receive up to 800 yuan monthly through a dedicated government app, offsetting costs for community-based and institutional care services.

"This program marks a landmark shift in social welfare by prioritizing need over economic status," said Sun Wencan, a senior ministry official. "Our standardized assessment ensures support reaches those with moderate to severe disabilities through rigorous evaluation of physical and cognitive capabilities."

Renmin University's Professor Du Peng praised the policy's innovative market-driven approach: "By channeling targeted purchasing power into elderly care services, we're simultaneously relieving family burdens and stimulating industry growth through demand-side reforms."

The ministry plans to expand the program's reach through streamlined applications and enhanced service quality controls, reaffirming China's commitment to inclusive social development as its population ages.
