China Vows to Drive Global Economic Growth Through 15th Five-Year Plan

China reaffirmed its commitment to stabilizing the global economy and fostering international collaboration during the China Development Forum 2026, which concluded in Beijing on March 23. Senior official Han Wenxiu outlined the nation's strategy under its 15th Five-Year Plan (2026-2030), emphasizing high-quality growth and shared opportunities amid ongoing global uncertainties.

Han Wenxiu, executive deputy director of the Office of the Central Committee for Financial and Economic Affairs, stated that China will deepen reforms and expand high-standard opening-up measures. Key focus areas include broadening market access in telecommunications, healthcare, and education, while maintaining balanced trade development. 'We do not pursue trade surpluses—our services trade has long operated at a deficit, reflecting our commitment to equitable partnerships,' Han noted.

The plan prioritizes importing high-quality goods and maintaining zero-tariff policies for least-developed countries with diplomatic ties to China. Han highlighted China's role as a 'safe haven' for international capital, citing its stable development environment and proactive market liberalization.

With the theme 'Advancing High-Quality Development and Creating New Opportunities Together,' the forum underscored China's strategy to align its growth with global economic needs. Analysts anticipate the initiatives will strengthen cross-border investment flows and stabilize supply chains across Asia and beyond.
