The Chinese mainland has announced comprehensive measures to deepen cross-strait integration through its 15th Five-Year Plan (2026-2030), with Taiwan Affairs Office spokesperson Chen Binhua outlining strategies to enhance economic collaboration and people-to-people exchanges. The plan prioritizes creating a common market while expanding opportunities for Taiwan residents and businesses.
Key Economic Initiatives
Central to the initiative is the development of specialized cooperation hubs in Fujian, Jiangsu, and Guangdong provinces. Qualified Taiwan-funded enterprises will gain improved access to mainland financial markets through stock listings and multi-tiered financing systems. The mainland will also implement policies supporting digital transformation in traditional industries and encourage participation in emerging sectors.
Social and Cultural Bridges
New mechanisms will facilitate educational exchanges, healthcare collaboration, and social service integration. Youth engagement programs aim to create career development pathways for young Taiwan residents on the mainland, with enhanced protections for those studying or working across the strait. Travel facilitation measures and tourism expansion are planned to rebuild personal connections.
Innovation Ecosystem Access
Chen emphasized Taiwan enterprises' role in developing 'new quality productive forces,' particularly through mainland-led innovation networks in advanced manufacturing and future industries. "This five-year period represents both national progress and unprecedented opportunities for cross-strait cooperation," the spokesperson stated during Wednesday's briefing.
