China Unveils National Guidelines to Boost Child-Friendly Development

China has introduced comprehensive guidelines to advance child-friendly development nationwide, aiming to strengthen protections for minors and foster their holistic growth. The National Development and Reform Commission (NDRC) announced the initiative on Tuesday, March 17, 2026, marking a significant step in prioritizing youth welfare within public policy frameworks.

Developed jointly by the NDRC and the Office of the National Working Committee on Children and Women under the State Council, the guidelines build on successful pilot programs in urban centers. They outline coordinated strategies spanning social policies, public service enhancements, rights protection mechanisms, and the creation of safer developmental environments for children.

Key measures include expanding access to education and healthcare services, implementing child-focused urban planning for safer travel and recreational spaces, and enforcing preferential policies for minors in public facilities. The plan also emphasizes integrating child welfare considerations into broader economic and social development agendas.
