Economic Priorities and Innovation
The blueprint aims to maintain annual GDP growth within a "reasonable range" while prioritizing quality over speed. A key focus is boosting R&D investment to 3.2% of GDP by 2030, with special emphasis on artificial intelligence, quantum computing, and advanced manufacturing. The plan also introduces tax incentives for overseas investors in high-tech sectors, particularly those aligned with green energy initiatives.
Green Transition Accelerates
Building on previous environmental commitments, the plan mandates a 18% reduction in carbon intensity by 2025 compared to 2020 levels.
