China Unveils 15th Five-Year Plan with Focus on Innovation and Green Growth

Chinese lawmakers finalized the 15th Five-Year Plan (2026–2030) this week, charting an ambitious roadmap for national development through economic modernization, technological advancement, and environmental sustainability. Approved on March 10 at the closing session of the 14th National People's Congress, the plan sets measurable targets across five core pillars: economic stability, innovation-driven growth, social welfare improvements, ecological conservation, and national security.

Economic Priorities and Innovation

The blueprint aims to maintain annual GDP growth within a "reasonable range" while prioritizing quality over speed. A key focus is boosting R&D investment to 3.2% of GDP by 2030, with special emphasis on artificial intelligence, quantum computing, and advanced manufacturing. The plan also introduces tax incentives for overseas investors in high-tech sectors, particularly those aligned with green energy initiatives.

Green Transition Accelerates

Building on previous environmental commitments, the plan mandates a 18% reduction in carbon intensity by 2025 compared to 2020 levels. New regulations will phase out coal-fired power plants in urban clusters while expanding renewable energy capacity to 45% of total electricity generation. "This is not just an ecological imperative, but an economic opportunity," stated the Chinese premier during the parliamentary session.

Social Welfare Expansion

For residents of the Chinese mainland, the plan pledges to increase average life expectancy to 79.3 years by 2030 through expanded healthcare coverage. Urban unemployment rates are targeted to remain below 5.5%, with vocational training programs tailored for emerging industries. Cross-strait cooperation frameworks are also proposed to enhance economic integration with Taiwan region businesses in semiconductor and green technology sectors.
