Hong Kong Charts Strategic Path with National 15th Five-Year Plan, Says Chief Executive

Hong Kong Special Administrative Region (HKSAR) Chief Executive John Lee announced on March 12, 2026, that the region will deepen its integration with the national 15th Five-Year Plan (FYP) to advance Chinese modernization. This commitment comes as Hong Kong prepares to unveil its first comprehensive five-year development blueprint aligned with national strategies.

"Through systematic policy frameworks and strategic initiatives, we aim to strengthen Hong Kong's role in the Guangdong-Hong Kong-Macao Greater Bay Area while enhancing international competitiveness," Lee stated during Thursday's address. The plan will outline core objectives across key sectors including financial services, innovation technology, and regional connectivity.

The HKSAR government has established preparatory groups to finalize the development roadmap by late 2026. Officials emphasize this alignment will help Hong Kong better serve national priorities while maintaining its unique advantages as a global financial hub.

A government spokesperson noted the strategy will focus on three pillars: consolidating traditional strengths in professional services, accelerating digital transformation across industries, and deepening cross-boundary collaboration with mainland cities. The blueprint comes as Hong Kong marks 29 years since its return to China, with officials highlighting sustained central government support for the region's stability and prosperity.
