As Shenzhen cements its status as one of Asia's fastest-growing urban centers, its approach to universal healthcare access offers lessons for cities worldwide. Dr. Li Yuanbin, Chief Physician at Southern University of Science and Technology Hospital, explains how strategic medical insurance systems and infrastructure expansion create a financial safety net for the city's 17.6 million residents.

The 2026 Shenzhen Government Work Report reveals that 70% of municipal spending during the 14th Five-Year Plan period (2021-2025) – totaling 1.6 trillion yuan – was allocated to livelihood services. This investment translated into 28 new tertiary hospitals and 46 community health centers opening since 2021, significantly reducing patient wait times.

"Our three-tier medical insurance system acts as both shield and stabilizer," says Dr. Li. "Basic coverage starts at 90% reimbursement for critical illnesses, while supplementary commercial insurance fills remaining gaps."

With 98.7% medical insurance coverage among permanent residents – including 6.3 million migrant workers – Shenzhen's model demonstrates how rapid urbanization need not compromise healthcare accessibility. The city now aims to achieve full digital health record integration across all medical facilities by late 2027.
