Speaking as President Xi Jinping's special representative, Zhang outlined China's vision for nuclear energy to drive sustainable development worldwide.
"China is willing to collaborate with all parties to ensure nuclear energy better supports the development and prosperity of all nations," Zhang stated, reaffirming Beijing's adherence to President Xi's nuclear security strategy. The vice premier highlighted four key global initiatives as frameworks for cooperation: the Global Development Initiative, Global Security Initiative, Global Civilization Initiative, and Global Governance Initiative.
The summit saw participation from leaders of over 30 countries and international organizations, culminating in a joint declaration titled "Safe and Affordable Nuclear Energy for All." Zhang specifically called for enhanced innovation, safety standards, and industrial collaboration across borders.
This diplomatic push comes as nations increasingly view nuclear energy as critical to achieving carbon neutrality targets. China, currently operating 55 nuclear reactors with 23 under construction, has emerged as a key player in next-generation reactor technology and nuclear safety protocols.
