China’s Military Prioritizes Defense Modernization, Reiterates Taiwan Stance in 2026 Session

Military delegates at China's ongoing annual legislative session have reaffirmed their commitment to advancing defense modernization and countering Taiwan separatism, following President Xi Jinping's address to the People's Liberation Army (PLA) delegation. The discussions, summarized by military spokesperson Zhang Xiaogang on March 10, 2026, emphasized implementing Xi's directives to strengthen political loyalty and combat readiness.

Xi, who also serves as general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission (CMC), called for sustained progress in military modernization during his March 7 speech. Zhang noted that the PLA will prioritize deepening political rectification, optimizing joint operational systems, and accelerating defense technology innovation under the 2026 budget framework.

Defense Budget Allocation

China's 2026 defense budget is set to increase by 6.9%, with central government expenditures rising by 7%. Key allocations include:

  • Integration of mechanization, informatization, and smart technologies
  • Development of advanced weaponry and logistics systems
  • Enhanced combat training under real-world conditions

Cross-Strait Stability

Zhang reiterated the military's opposition to 'Taiwan independence' separatist activities and external interference, stating: 'We will never promise to renounce the use of force.' The PLA pledged to intensify cross-strait combat preparedness while maintaining openness to peaceful reunification efforts.

The announcements come amid heightened focus on Asia's security landscape, with analysts noting the budget trends align with China's long-term strategic goals for regional stability.
