China’s Supreme Court Presents 2026 Judicial Reform Agenda to NPC

China's Supreme People's Court President Zhang Jun outlined key judicial priorities for 2026 during his work report to the National People's Congress (NPC) on March 9. Delivered at the fourth session of the 14th NPC, the address emphasized modernization of legal frameworks to support national development goals.

The report highlighted three core objectives: enhancing judicial transparency through digital court systems, strengthening anti-corruption mechanisms, and improving commercial dispute resolution to boost investor confidence. Zhang noted, "Our reforms this year will focus on creating a legal environment that serves both social stability and economic vitality."

Analysts observe these measures align with broader governance reforms announced earlier this year, particularly in addressing cross-border commercial arbitration challenges. The proposals come as overseas investment in the Chinese mainland reaches $214 billion in Q1 2026, according to Ministry of Commerce data.

The NPC session, attended by 2,963 delegates, will review the report alongside other legislative agendas through March 11. This marks Zhang's third annual report since assuming office in 2023.
