China’s NPC Deputy Advocates for Special Education Law Reform

During the ongoing 14th National People's Congress sessions, deputy Wang Jiapeng has proposed landmark legislation to advance educational equity in China. As founder of United World College Changshu China, which hosts students from over 100 countries, Wang emphasized the urgent need for a dedicated special education law to protect the rights of students with disabilities.

"Current regulations lack the specificity required to address systemic barriers," Wang told CGTN's Yang Yan on March 8, 2026. "A unified legal framework would standardize accessibility measures, teacher training, and resource allocation across all provinces."

The proposal comes as China intensifies efforts to modernize its education system, with recent reforms targeting rural infrastructure and vocational training. Analysts suggest this initiative could align with broader goals to improve social inclusivity ahead of key development milestones.

Wang's college, recognized for its international student body, has pioneered adaptive learning technologies since 2021. Educators worldwide are monitoring how these domestic policy discussions might influence global standards for disability accommodations in multicultural environments.
