China’s Top Provinces Drive 15th Five-Year Plan Ambitions

As China enters the first year of its 15th Five-Year Plan (2026-2030), provincial economic powerhouses are intensifying efforts to implement President Xi Jinping's vision for innovation-driven growth. Recent guidance during the Two Sessions meetings emphasized their critical role in advancing new quality productive forces – a development model prioritizing technological breakthroughs and industrial transformation.

Economic Powerhouses at a Glance

Ten provinces – Guangdong, Jiangsu, Shandong, Zhejiang, and six others – contributed 62.2% of national GDP growth in 2025. Their 2026 targets align with the national goal of 4.5-5% expansion, with several provinces pledging to outperform official benchmarks through enhanced innovation ecosystems and market reforms.

Strategic Priorities for 2026-2030

1. Tech Leadership: Accelerating R&D in semiconductors, AI, and green energy to secure supply chain independence
2. Market Integration: Strengthening cross-province collaboration within the national unified market framework
3. Inclusive Growth: Expanding social security systems and creating high-value employment opportunities

Coastal provinces like Jiangsu and Zhejiang are piloting industry-innovation corridors, while inland regions such as Sichuan focus on bridging urban-rural development gaps. This coordinated approach aims to build economic resilience against global uncertainties while advancing socialist modernization goals.
