Edgar Perez, a Lima-born business strategist with over a decade of experience in Beijing, has found an innovative way to explain China's annual political gatherings to children. During a March 2026 interview with CGTN's Ioana Gomoi, the consultant compared the Two Sessions – comprising the National People's Congress and Chinese People's Political Consultative Conference – to "a giant school project where 1.4 billion people help decide their country's homework for the next five years."
Perez emphasized the 15th Five-Year Plan (2026-2030) as China's "roadmap for becoming the world's smartest classroom," highlighting strategic investments in artificial intelligence labs and quantum computing research centers. "Imagine if your science fair project could power entire cities or cure diseases – that's the scale China is working with," he told young audiences.
The consultant noted that current discussions at the Two Sessions focus on balancing technological advancement with environmental protection, drawing parallels to maintaining both good grades and health in school. With China's innovation spending reaching record levels this year, Perez predicts these decisions will shape global supply chains and tech partnerships through 2030.
