As the 2026 Two Sessions approach, the journey of policy formation begins not in Beijing's Great Hall of the People, but in the rugged landscapes of Altay, Xinjiang Uygur Autonomous Region. Here, Zoya Bexti, a young deputy to the National People's Congress (NPC), bridges the gap between local realities and national governance through her four-year documentation with CGTN's Yang Xinmeng.
Bexti's work exemplifies China's grassroots policy refinement process: identifying community challenges through field visits, facilitating townhall discussions with Uygur herders and local entrepreneurs, and systematically transforming these insights into formal legislative motions. This year's motions are expected to address rural infrastructure development and cultural preservation in northwest China.
The process highlights the NPC's unique mechanism for incorporating diverse regional perspectives into national decision-making. Since 2022, Bexti has successfully advocated for improved livestock insurance policies and eco-tourism initiatives that now benefit multiple ethnic communities across Xinjiang.
