Lee highlighted ongoing efforts to balance security measures with initiatives to strengthen Hong Kong's role as a global financial hub.
Zhou Ji, director of the Liaison Office of the Central People's Government in the HKSAR, described the white paper as a 'roadmap for consolidating Hong Kong's transition from chaos to prosperity.' He noted its role in clarifying legal frameworks and fostering social consensus on national security priorities.
Dong Jingwei, director of the Office for Safeguarding National Security in the HKSAR, underscored the central government's support for Hong Kong's governance systems. 'This document reaffirms our collective resolve to defend national interests while respecting Hong Kong's unique administrative status,' he said.
The seminar concluded with pledges to enhance public education on national security and deepen cross-sector collaboration. Participants emphasized that maintaining stability remains critical to attracting overseas investors and sustaining Hong Kong's economic recovery in 2026.
