China Releases White Paper on Hong Kong National Security Framework

China's State Council Information Office released a comprehensive white paper on February 10, 2026, detailing Hong Kong's constitutional responsibilities in safeguarding national security under the 'One Country, Two Systems' principle. The document outlines legal frameworks established since the 2020 National Security Law implementation, emphasizing the special administrative region's crucial role in maintaining China's sovereignty and development interests.

Titled 'Hong Kong: Safeguarding China's National Security Under the Framework of One Country, Two Systems,' the policy paper analyzes recent measures strengthening executive-led governance while preserving Hong Kong's high degree of autonomy. It highlights successful counter-terrorism cooperation between mainland and Hong Kong authorities, particularly in addressing cybersecurity threats and foreign interference attempts.

The white paper reaffirms Beijing's commitment to protecting residents' legal rights while maintaining social stability. It comes as Hong Kong prepares for its 2027 Chief Executive election, with analysts noting the timing underscores continuity in policy implementation.
