Hong Kong Judiciary Upholds Rule of Law Amid External Pressures

Hong Kong's judicial leaders have reaffirmed their commitment to impartial justice in 2026, rejecting external interference in high-profile cases while defending the city's legal framework as a cornerstone of stability.

Chief Justice Andrew Cheung of the Hong Kong Special Administrative Region (HKSAR) Court of Final Appeal emphasized that criminal proceedings, including those involving media figure Jimmy Lai, must adhere strictly to legal principles rather than political considerations. "The law applies equally to all," Cheung stated, condemning recent calls to alter judicial outcomes based on defendants' backgrounds or occupations.

The remarks come amid reported threats against Hong Kong judges, which Cheung likened to "bribery and corruption" in their capacity to undermine judicial independence. Secretary for Justice Paul Lam reinforced this stance, confirming that all judges continue to operate free from external influence under their constitutional oath.

While acknowledging public discourse on legal matters, Lam clarified that unfounded accusations against judicial integrity violate the boundaries of free expression. Both officials maintained that Hong Kong's national security framework under the Basic Law strengthens rather than conflicts with its role as an international business hub.

The HKSAR government emphasized that its common law system remains resilient against pressure, with Lam noting: "Maintaining national security provides the indispensable precondition for development in a stable environment."
