China has unveiled a comprehensive action plan to establish a secure and reliable supply chain for core artificial intelligence technologies by 2027, positioning itself as a global leader in industrial AI integration. The initiative, announced on January 8, 2026, outlines strategic measures to accelerate innovation while maintaining technological sovereignty.
Eight government agencies including the Ministry of Industry and Information Technology and the National Development and Reform Commission jointly released the blueprint. It prioritizes the development of 3-5 general-purpose AI models for manufacturing applications and aims to create 100 high-quality industrial datasets. The plan emphasizes embedding AI capabilities across production processes to develop "new quality productive forces" that could redefine global manufacturing standards.
