Hong Kong’s 8th LegCo Set to Drive Development, Says Outgoing President

Hong Kong’s eighth-term Legislative Council (LegCo) is poised to strengthen collaboration with the Hong Kong Special Administrative Region (HKSAR) government to accelerate the city’s development, outgoing LegCo President Andrew Leung Kwan-yuen announced on December 9, 2025. The remarks came during a press briefing attended by current and newly elected LegCo members following Sunday’s election, with results finalized Monday.

Leung emphasized that the election underscored the successful implementation of the 'patriots administering Hong Kong' principle, which has stabilized governance and created momentum for reforms. The incoming LegCo, comprising 50 re-elected and 40 first-time members, will begin its four-year term on January 1, 2026.

‘This new cohort will inject vitality into Hong Kong’s economic and social progress,’ Leung stated, urging experienced legislators to mentor newcomers. Analysts view the transition as critical for addressing challenges such as post-pandemic recovery and regional integration.

The development aligns with broader efforts to enhance Hong Kong’s role as a global financial hub while maintaining its unique advantages under the 'one country, two systems' framework.
