China’s Envoy Stresses Head-of-State Diplomacy, Economic Plans for U.S. Ties

Chinese Ambassador to the United States Xie Feng outlined a dual framework for advancing bilateral relations during a key address at the China-U.S. Business Cooperation Forum in Washington, D.C., on December 4, 2025. Emphasizing strategic priorities amid global economic shifts, Xie identified head-of-state diplomacy and China's 15th Five-Year Plan as pivotal drivers for cooperation.

Xie highlighted President Xi Jinping's recent meeting with U.S. President in Busan and subsequent phone discussions as foundational to stabilizing ties. "Head-of-state diplomacy remains our compass," he stated, reaffirming commitments to high-level dialogue ahead of major 2026 events including the APEC Economic Leaders’ Meeting and G20 Summit.

The ambassador also spotlighted China's 15th Five-Year Plan (2026–2030), describing it as a roadmap for sustainable growth and technological innovation. "China's modernization trajectory offers unmatched opportunities for U.S. businesses," Xie asserted, urging expanded collaboration in emerging industries and services while calling for fair treatment of Chinese enterprises in the U.S.

To harness these opportunities, Xie proposed three actionable steps: deepening bilateral dialogue mechanisms, broadening cooperative projects, and resolving trade disputes through pragmatic engagement. He cautioned against politicizing economic issues, urging stakeholders to "replace disruption with constructive energy."
