Xi Urges Volunteerism to Fuel China’s National Rejuvenation Drive

President Xi Jinping has emphasized the critical role of volunteerism in advancing China's modernization and national rejuvenation goals, calling for a stronger collective commitment to social service. In a congratulatory letter to the third congress of the China Volunteer Service Federation on November 28, 2025, Xi underscored the need to "promote the spirit of volunteering to serve the cause of building a great modern socialist country in all respects."

Xi, who also serves as general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, highlighted the federation's efforts in mobilizing over 240 million volunteers nationwide since its establishment in 2013. The organization has played a pivotal role in disaster relief, poverty alleviation, and community-building initiatives aligned with the CPC's vision.

The president's message comes as China accelerates efforts to meet targets outlined in its 14th Five-Year Plan, with volunteer networks increasingly supporting healthcare, environmental protection, and rural revitalization programs. Analysts note that this push reinforces the CPC's emphasis on social cohesion and collective responsibility in achieving long-term development objectives.

The China Volunteer Service Federation has pledged to expand its "Youth Volunteer Action" program, aiming to engage 60% of university students in part-time service roles by 2030. Federation chairperson Li Zhanshu stated: "We will translate President Xi's instructions into concrete actions to benefit all people across the country."
