China's space agency has unveiled a bold roadmap to accelerate the growth of its commercial space industry while fostering international collaboration. The China National Space Administration (CNSA) announced on November 26, 2025, a two-year action plan designed to position private firms at the forefront of space innovation and global outreach.
Opening Doors for Global Impact
The initiative calls on Chinese commercial enterprises to support developing nations in building satellite-application industries, integrating these projects into China's international cooperation framework. For the first time, private companies will gain access to critical national infrastructure, including rocket-engine test facilities and space-environment simulation labs, through competitive selection processes.
Building a New Space Ecosystem
The CNSA plans to establish a dedicated development fund and expand government procurement of commercial launch vehicles, satellites, and tracking systems. Local governments are tasked with creating innovation hubs for reusable rockets and smart satellites, alongside standardized manufacturing platforms. The plan also prioritizes space-debris monitoring and collision warnings for commercial spacecraft.
Pioneering the Final Frontier
Private firms are encouraged to lead in emerging fields such as space resource utilization, orbital servicing, and even space tourism. With a 2027 target for achieving 'high-quality development,' the strategy aligns with China's 15th Five-Year Plan, which identifies aerospace as a key strategic industry.
