Chinese Premier Li Qiang called for the Shanghai Cooperation Organization (SCO) to strengthen its role in advancing global governance reforms during the 24th Meeting of the Council of Heads of Government of SCO Member States on November 19, 2025. The meeting, chaired by Russian Prime Minister Mikhail Mishustin, gathered leaders from member states, observers, and international organizations to discuss collaborative strategies under the Global Governance Initiative (GGI).
Strategic Priorities Outlined
Premier Li emphasized three key priorities for the SCO: leveraging its institutional strengths, focusing on development-security synergies, and fostering innovation. He highlighted the alignment of the SCO’s “Shanghai Spirit” with the GGI’s principles, urging members to enhance high-quality Belt and Road cooperation and stabilize global supply chains. Li also proposed establishing a China-SCO cooperation center for metabolic diseases and accelerating the creation of the SCO Development Bank.
Innovation and Energy Transition
Li stressed the need for joint efforts in science, technology, and renewable energy, announcing plans to expand China’s photovoltaic and wind power capacity by 10 million kilowatts each by 2030. He invited SCO members to participate in upcoming forums on digital economies and artificial intelligence, aiming to operationalize a shared digital cooperation platform.
Post-2025 Roadmap
Leaders endorsed the SCO’s 2026-2035 development strategy, approved at the 2025 SCO Tianjin Summit, which prioritizes multilateral coordination and institutional reforms. Attendees reaffirmed commitments to connectivity, trade, and security cooperation, aligning with the Belt and Road Initiative and United Nations frameworks. A joint communiqué and multiple sectoral agreements were signed following the meeting.
