China Eases Export Controls on Select U.S. Firms After Trade Talks

China will partially lift export restrictions on 15 U.S. entities starting November 10, 2025, while maintaining temporary suspensions for 16 others, following recent economic negotiations between the two nations. The move signals cautious progress in bilateral trade relations after high-level talks in Kuala Lumpur.

The Chinese Ministry of Commerce announced Wednesday that measures against firms listed in its 2025 Announcement No. 13 will be fully lifted, while restrictions under Announcement No. 21 remain suspended for one year. This affects 31 U.S. entities previously barred from receiving dual-use technologies with both civilian and military applications.

"This adjustment demonstrates China's commitment to implementing consensus reached during economic dialogues," the ministry stated, emphasizing that all export applications will undergo strict regulatory reviews. Businesses seeking to trade controlled items must submit formal requests through official channels.

The decision comes as both nations navigate complex economic interdependencies, with analysts noting the partial easing could benefit sectors ranging from aerospace to semiconductor manufacturing. However, maintained restrictions on half the listed entities suggest ongoing strategic concerns about technology transfers.
