China will prioritize cutting-edge technologies like quantum computing and 6G networks as part of a comprehensive strategy to transform its industrial landscape over the next decade, National Development and Reform Commission (NDRC) head Zheng Shanjie announced Thursday.
Four Pillars of Progress
The blueprint, approved at the CPC Central Committee's fourth plenary session, outlines four key development areas: modernizing traditional industries, nurturing emerging sectors, improving product quality, and upgrading national infrastructure. This plan builds on current successes where new industries, business models, and formats already contribute over 18% of GDP.
Trillion-Yuan Markets Ahead
Officials identified aerospace, new energy materials, and the low-altitude economy as immediate growth drivers, with potential to create multi-trillion yuan markets. The 15th Five-Year Plan recommendations specifically call for accelerated development of industrial clusters in these sectors.

Looking beyond current technologies, the roadmap emphasizes six revolutionary fields: bio-manufacturing, hydrogen energy systems, nuclear fusion, brain-computer interfaces, embodied AI, and next-generation 6G networks. These areas form China's strategy to develop 'new quality productive forces' that could redefine global technological competition.
Zheng emphasized that this industrial transformation will maintain focus on strengthening the real economy while creating new growth drivers, positioning China at the forefront of the fourth industrial revolution.
