China has begun charting its development roadmap for 2026-2030 through the 15th Five-Year Plan, with President Xi Jinping emphasizing technological innovation and public participation as key drivers for achieving socialist modernization by 2035. The plan marks a critical phase in China's three-stage strategy to realize its modernization goals set during the 20th CPC National Congress.

Technology-Driven Growth Takes Center Stage

At an April symposium in Shanghai, Xi stressed the need to develop 'new quality productive forces' through targeted technological breakthroughs. 'We must strengthen basic research and achieve self-reliance in core technologies while building a modern industrial system,' stated the Chinese president, highlighting AI, advanced manufacturing, and future industries as priority sectors.

Grassroots Input Shapes National Strategy

In an unprecedented public consultation, over 3.11 million suggestions were collected through online platforms in May-June 2024. Proposals ranged from AI-assisted elderly care to expanded science education programs. Xi directed planners to 'thoroughly study and integrate' these ideas, reaffirming the CPC's commitment to people-centered development.

The plan's formulation process includes high-level coordination, with the CPC Central Committee's Political Bureau scheduling an October plenary session to finalize proposals. Analysts note the emphasis on balancing economic growth with security considerations, particularly in adapting to global supply chain realignments.
