Hong Kong Unveils 2025 Roadmap for Economic Growth, Livelihood Reforms

HKSAR Chief Executive John Lee outlined an ambitious vision for Hong Kong's future on Wednesday, presenting a policy address focused on economic revitalization, social welfare improvements, and technological innovation. The 2025 blueprint positions the city as a bridge between the Chinese mainland and global markets while addressing pressing local challenges.

Lee emphasized the strategic timing of the plan, stating it aligns with China's transition from its 14th to 15th Five-Year Plan periods. "This roadmap accelerates our advancement from stability to prosperity while strengthening Hong Kong's role in national development strategies," he told legislators in the Legislative Council chamber.

The Northern Metropolis development emerged as a centerpiece initiative, with Lee announcing a new leadership committee to oversee the project aimed at creating housing and economic hubs near the Shenzhen border. The chief executive framed improved livelihoods as his administration's ultimate goal, pledging to streamline bureaucratic processes through an AI-powered governance system and enhanced departmental accountability measures.

Highlighting Hong Kong's unique position under "One Country, Two Systems," Lee revealed a strategic pivot in economic policy: "While we've excelled at attracting overseas enterprises, our new growth engine will be empowering Chinese mainland businesses to expand globally through our international networks."
